These are a rare and discontinued style that you can wear two ways. They can be worn as a booty or you can zip them all the way up to where them as a taller boot as shown in I think the third picture.
This is a rare hard to find color. It's ocean blue with black cuffs. These are all suede. I wore these a couple of times but they're still in like new condition. They do come with the box. They fit a 7.5. they're a size 38. Purchased at QVC for $300 many years ago.
