This is a Victorian Impex porcelain clown hobo from the 80s
Looks like clothes may be able to be removed as there's buttons..
Satin shirt, felt bow and cloth bottoms.
All extremities are porcelain and good condition.
Definitely not a haunted doll, I tried to make him look less so but the flash didn't seem to help.
